This research focuses on how the strategy to increase the professionalism of State Civil Apparatus in an effort to improve employee performance at the Bulungan Regent Office of North Kalimantan through several strategies, namely the provision of training, providing work motivation and reward and punishment systems. The research method uses a type of qualitative descriptive research by collecting d ata through field research observations, interviews, documentation and literature research, the resource persons include several representatives from each section in the Bulungan Regent Office. The results of this study illustrate that the performance of e mployees at the Bulungan Regency Regent Office is quite good and in accordance with what is expected by each subdivision, it's just that sometimes they experience problems in the time of completion of work that is not on time. The implementation of trainin g, work motivation, reward and punishment systems aimed at improving employee performance. Each leader in each subdivision in the Bulungan Regent Office has their own ways to improve the performance of their employees and the existence of regular supervisi on of employee performance results in employees well mastering the tasks that have been given. The most influential strategies for improving employee performance are training and work motivation. The employee performance improvement strategy has achieved g ood results where employees can achieve targets even though there are still obstacles in the processing time which is a little late but does not affect performance.
